Ship sensors behave inconsistently in regards to power status.

Description of issue

Copying from https://github.com/ScavStation/ScavStation/issues/868. Don't have super specific details for this one, opening to remind myself to retest and identify specific problems.

Difference between expected and actual behavior

Sensors shouldn't work when reporting a lack of power, and should work when reporting power.

Steps to reproduce

Examine a ship sensor system.

Specific information for locating

Science shuttle on ministation consistently had issues with this last time I looked at it.

Length of time in which bug has been known to occur

Unclear, quite awhile.

Client version, Server revision & Game ID

Scav was using Neb stable when this was reported but I don't have a specific rev.
