Removes slot_tie, replacing it with the clothing fallback slot.

• [ ] Make sure loadout and equip equip try to equip as accessories appropriately.
• [ ] Remove/rename tie states.

Simplifies the clothing system and makes equipping stuff consistent/flexible.
