Helm console shows unidentified/unseen contacts

Description of issue

Helm consoles show contacts that aren't visible + have not been contacted before.

Difference between expected and actual behavior

Only visible contacts or previously-seen contacts should show up on the helm console.

Steps to reproduce

Compare helm console and sensor console output.

Specific information for locating

Make sure you have exoplanets or away sites on.

Length of time in which bug has been known to occur

Since the sensors stuff was added, I think?
