Some app actions don't move the pressed entry to the bottom of history

Describe the bug Sometimes clicking an app action doesn't move the pressed action to the bottom of the history list

To Reproduce I can reliably reproduce this with Clipboard Cleaner.

  1. Install it: https://f-droid.org/en/packages/io.github.deweyreed.clipboardcleaner/
  2. In KISS, tap the ClipboardCleaner: Clean action
  3. Notice that it doesn't get put to the bottom of the history list.
  4. Tap said action again.
  5. Now after a second tap, it is moved down. You can also lock and unlock screen instead, it will be now moved to the bottom despite not being there after first tap.

Expected behavior Action is moved to the bottom of history on first tap, instantly.
