VehicleModel (org-ref instead of free text)
I suggest that on VehicleModel we either change "Manufacturer" to "ManufacturerRef", or simply add ManufacturerRef as an option.
Today, the user can input a text to reference an organisation (Manufacturer), while in other places of NeTEx all org data is stored separately. Imho this would align Manufacturer with the rest of NeTEx.

Is a VehicleModel linked to a category of vehicle defined in legislation (e.g. Regulation (EU) 2018/858 for road)? In your example, what is a "touring coach"? Where is it described? What would apply for the airborne and waterborne sector?
I dont know what you mean. Im only suggesting that we change a free text input to a ref. It has nothing to do with the vehicle model.
