EPIP: Documentation mentions NoticeAssignments should be embedded

The suggestion inside the document is to have the NoticeAssignment directly under the parent, so it is embedded. But Table 128 & 129 shows that both Notice and NoticeAssignment are classes under EU_PI_NETWORK and EU_PI_TIMETABLE.

Suggestion: remove those two classes from the tables.

To me it is only a recommendation, when possible: as soon as you want to reuse a Notice you will need them in EU_PI_NETWORK and EU_PI_TIMETABLE (and it is still quite common to reuse some Notices on timetables for example).
