[Feature] Popout option creates a popout window, not a tab

I think it would be preferable if clicking the "popout" option on a stream created a true popout window like what's made when you click the "popout player" option from the player instead of creating a new tab. If there isn't a functionality or usability reason why a new tab is made instead of a new window I can implement the feature and submit a pull request.
