Natural Corpus Manager

Going to use this issue to continue the discussion / further development of the Natural corpus manager.

For background, the goal is to create a corpus manager which will allow users to download only the files which are required to use certain parts of the library (this is being conceived initially as a replacement for the WNdb dependency), see #170 for some more background

So the latest update is that i have what i think is a decently working "corpus manager" framework in place. Its not ready for prime time yet but its getting there.

The main thing ill need in the very near future is some windows people to help me test it. I don't have solid enough windows dev experience to say what does and doesn't feel right for the windows crowd. Any takers?
