Stacking stick enhancements

  1. Command could be /sm tool
  2. SPLIT_NEARBY would be a really useful feature instead of having to split_one for every mob.
  3. Stacking tool cant be reloaded using /sm reload.

I didn't add 'SPLIT_NEARBY' when I added 'SPLIT_ONE' because it can't really be controlled easily. Thoughts?
