Inconsistent behavior of MEC, MBEC with RP-1

A ModuleEngineConfig with no subconfigs will display config costs correctly, but the cost indicator in the VAB will not update when a config is changed until the "Engine" button is pressed in the PAW (whether to close the window or open a new one). A ModuleEngineConfig with subconfigs will display costs correctly, and immediately update the cost indicator in the VAB when a new config is selected (config or subconfig) A ModuleBimodalEngineConfigs will not display config costs in the engine GUI, and will not change the cost when a new config is selected.
