Missing other language values in Groups and New tabs

Opening the Group or New tab results in no values in a test foreign language. I would expect get the correct Grouping hierarchy, with values possibly appended with explicit/foreign language (other than the current) tags.

The same does not apply to Alphabetical index, however (it would make no sense there).

Example: http://skosmos.dev.finto.fi/gacs/fi/groups?clang=zh shows no groups since they don't have Chinese labels
