Description of the problem

I would expect Skosmos to use the fallback language for the vocabulary name with the context of the label used -> finnish label for both the concept and the vocabulary, or a swedish/english label for both the concept and the vocabulary. Skosmos 2.17 seems to be mixing them.

Additional information (e.g. screenshots) about the problem

This needs to be tested on Skosmos 3.0 as the issue was spotted on an older version of Skosmos.
