Fallback language for custom property labels in a Skosmos vocabulary

Description of the enhancement

Skosmos displays a random language label when there is no custom label for the given UI language for custom properties in a Skosmos vocabulary. For example - https://test.dev.finto.fi/finaf/se/page/000094323

What new functionalities would the enhancement make possible?

Either make sure there is some kind of a generic fallback label (e.g. a label without a language tag), or make sure the substitute label is consistently picked from one language to each of the missing labels.

Why is the enhancement important?

The current situation where the missing label is substituted with a label of a random language, is a bit stupid.
