Update PHPUnit to 10.x

Description of the enhancement

We are currently running PHPUnit 9.6, and the next version will not be compatible with all of our tests. v9.6 warns about several tests that need to be changed.

Why is the enhancement important?

Updating the depency early will be easier than updating it late.
