Add some penalty for mobilized units

Mobilization is a interesting mechanic. Because there are not standing armies, instead you have implemented a mobilized force, should there be a specific modifier on workforce or economy? Can you select a percentage of mobilization, when you decide to mobilize? In EU4 there is the option to have a standing army, as well as "garrisoned" troops in provinces which have built a fort. Maybe when implementing cities, also implement forts and have populations mobilize within the forted region?

Mobilization now is broken a little now. I'm going to make more strict accounting for who is mobilized, may be improving performance in process. I think about reducing province population by amount of mobilized pops. No mistake this way. Plus it will reduce efficiency of mobilized pops.

I also planned to do standing armies (some mobilized pops but drawn on map), but I don't have time for that.

No, but mobilization size is based on pops loyalty.

That could be some "reserve" forces.
