Artisans wouldn't promote to Caps because they have 100%+ needs fulfilling (higher than defaul100% for new pops). Change promotion mechanics so that poor pops will promote instead of rich?

Actually it's not a bug, if Artisan is so rich let it be that way. Capitalists will come from other sources. But should promotion mechanic be changed?
