UI Overhaul

While the UI was good for what it needed to do at the time, there are a few modules that I want to add but the current UI cannot handle it.

Here's my current TODO list

• [x] Make the UI as functional as it was before
• [ ] Refactor sh_config.lua and add a module = "ghosting" and name = "Bad Entities" for each config so that every config is automatically put into its own module without configuration.
• [ ] Hovering over the UI will show the description.
• [x] Allow the APG menu to scroll if it gets above its maximum allowed size.
