Group hierarchy - only allow managing groups below own group

Describe the issue

If you are a mod (not an admin), you can still give them the role upper you

2.0.0-pr12

To Reproduce

  1. Be a mod
  2. Have role "Admin" above you
  3. Give anyone "Admin" even if you don't have it

Expected Behaviour

It shouldn't work like that, in the video you should be able to give "Member" and "Unconfirmed Member"

Hi,

This is intentional, and is normal behaviour in forum software from my experience.

There is a permission "Can edit own group" which can be disabled for certain groups if you do not wish for its members to edit their own groups.

This is also intentional - permission to modify groups should only be given to the most trusted staff members.

I have changed the label to enhancement since this is not a bug, and maybe in the future we could add a concept of priority.

There is priority system, top groups have the biggest priority we just need to add the actuall if check to check if user role is above the given group

So it can work like discord
