Seperate Logs and Security settings into two seperate pages in StaffCP

Describe the feature

Logs page will have logs, Security page will have captcha settings, etc

Still wish security renamed to logs

and add tabs to General Settings page

• Security settings can be a own tab
• Captcha settings can have own tab + a captcha to be completed before they can enable it
