searchbar on home page behind page

issue occurring on linux mint 22.04 pop_os! 22.04, not present on my arch install. the search bar looks to be behind the homepage, and when clicked on to type a search or url the pop up search bar isn't visible. this occurs with or without a wallpaper set, and on both new tabs and the homepage. i've attached photos to show what i mean.

as it appears upon launching firefox:

The navigation bar and toolbar are displaying behind the page on Windows 10 when using Firefox Developer Edition 133.0 x64. I attempted to modify the bookmarks toolbar settings, but the issue persists.
