Duplicate lot labels along tile boundary

Duplicate lot labels appear along tile boundary. This is related to #774 and probably has to do with an insufficient buffer around the tile.

Should be fixed by adding a buffersize (maybe 64 pixels) here: https://github.com/NYCPlanning/labs-layers-api/blob/develop/data/sources/pluto.json
