Remove datasets that are not used in build process from the data loading

Remove datasets that are not used to build PLUTO from being loaded in in the first place.
This includes:

  • dcp_specialpurposesubdistricts

  • dcp_zoningmapamendments

  • [ ] Confirm what datasets are not used in the PLUTO build process by seeing if a dataset appears anywhere beyond the data loading and versioning scripts. If it does not, it can be removed.

  • [ ] Remove datasets from data loading step.

  • [ ] Remove datasets from versioning script.
