Vendor only *sometimes* appears as a Citywide Agency (using sample data)

Setting up a local instance with the sample data provided in this repository results in just one entry under "Other Government Entities": VENDOR MMMWMFKKEA (with id 9000). On the landing page, and on most other pages, there are no "Citywide Agencies" available in the dropdown (see issue #56 and PR #58). However, on certain pages like /contracts_landing/status/A/yeartype/B/year/112/datasource/checkbook_oge/agency/9000, the same vendor shows up under both Citywide Agencies and Other Government Entities.

I would expect this record to either always show up as a Citywide Agency or never to do so. This might have to do with the datasource accessed by each page. It seems that pages that pull from checkbook_oge include the vendor as a Citywide Agency, while those that pull from checkbook do not. Any ideas are very welcome!
