Menu appearance is inconsistent

Hi @atorkels, maybe this also looks familiar to you:

landing page:

On my landing page, the citywide agencies and "other government entities" menu items do not display properly:

agency spending page:

On another page (this one for an agency's spending), these menu items appear correctly:

In both cases the menu items work properly. I'm debugging this as best I can, but I thought I'd ask in case it was obvious to you. Thanks!
