SOLR-INSTALL.md documents some things that should be in INSTALL.md.

Regarding step 3 in SOLR-INSTALL.md:

"3. Ensure that Solr will be able to connect to the PostgreSQL DB."

see the note there: this step is not about Solr per se, it is about PostgreSQL and really belongs in INSTALL.md.

Similarly with Step 4.
