i7 10700f RTX 4070 Win11 23h2 latest

Even at the main menu, I have 80% CPU usage (It lasted about an hour; it doesn't look like a shader compilation). There are a lot of freezes and stutters and flickering issues with textures.

How do you reproduce the bug?
