Do you mean that the crash happens before the game draws anything at all on the screen? You said that when you click run you get an error window, which sounds like your Windows desktop was visible the whole time. Did the game run OK the first time, and after that fails to run? My experience was that it ran perfectly once, I played a few minutes, saved the game and quit. After that, I get this crash when running the game, after the 'valve head' loading screen, and while it's showing the blurred menu background but before the game menu appears to start/load a game session.
Update (repost from another issue here) - I can report that downgrading my NVIDIA graphics driver seems to have "fixed" the crash. Yesterday March 18th NVIDIA released a new version of the drivers, 572.83 March 18 2025. I think I started getting the crash after upgrading to this version. I have now reinstalled the older version 572.70 March 5 2025 (in the nvidia desktop App on the Drivers tab, you can scroll to the bottom and see the previous version, with a "..." menu that lets you reinstall that previous version) and now the game starts up OK.
The issue is due to not being able to get a list of display adapters/ GPU. Try installing a newer graphics driver. What GPU are you running this on?

This issue seems to be due to outdated AMD drivers when using a hybrid setup (e.g. AMD integrated GPU + Nvidia GPU) causing problems with Vulkan, so updating the AMD driver on the system may fix such issues. Filed as REMIX-4156 assuming the issue relating to outdated drivers, though we only have one datapoint of that being the case currently so any other information would still be useful.
We have put in a fix for this in https://github.com/NVIDIAGameWorks/dxvk-remix/commit/010527ba7dc96225def011123ac55819e7a35864, though while it is in Remix's latest build now it will take some time for it to propagate to HL2: RTX and Portal RTX (just whenever they are updated at some point in the future).
