This isn't really a bug per se as much as a limitation of that sort of hardware's ray tracing capabilities I'd imagine (I've seen in the past with Portal RTX most AMD GPUs struggle with Remix other than the higher end ones like the 7900 XTX). Based on the benchmarks seen here though the 9070 XT is actually stacking up pretty well all things considered (matching a 7900 XTX in performance without upscaling at least), it's just HL2: RTX is a lot heavier than Portal RTX even so these GPUs struggle even more.

What sort of framerates are you seeing specifically though, is it worse than what those benchmarks suggest?
