[Toolkit bug]: Ingesting Mesh or Texture over already Ingested Mesh or Texture yields ZERO results

Describe the bug

This bug has persisted since early versions of the tool and remix. Was waiting to see if it was fixed in 1.0.0. But the bug got worse, it now includes textures, not just meshes as being skipped for replacement on re-ingesting.

Ingesting a new version of an already ingested asset does literally nothing. Mesh or texture, no results, the file looks the same in the toolkit and the runtime.

How do you reproduce the bug?

  1. Ingest asset, assign it's texture or mesh as a reference replacement.
  2. Make changes to asset in external program, keep the name the same.
  3. Ingest the new version of the asset to the same directory with the same filename.
  4. Not success of ingestion.
  5. Check file in the toolkit view, the file is the old version of the asset.
  6. Load a runtime remix and note that the asset is the first version, not the re-ingested version.

What is the expected behavior?

The toolkit should import the new file over the old file, and properly replace it, both in the toolkit and the runtime, allowing for ingestion over top and rapid iteration.
