What is the context of the feature/improvement?

When trying to run the Toolkit on an non NVIDIA card it reports it as a non RT capable card despite it supporting DXR and Vulkan features. This is because the Toolkit checks for an NVIDIA driver and not the actual RT capabilities first.

Please describe the feature/improvement?

If a fallback check was put in place it would help move towards future compatibility for more devices and would expand the amount of people who can mod for Remix.
