[Runtime Feature]: Imgui global scaling

What is the context of the feature/improvement?

GUI scaling for the runtime GUI.

To what i remember, this was a feature that was being developed by AnchorLight, but never fully saw the light of day.

Since AnchorLight isn't really online anymore, i'm going to make this is a request for someone who is interested into integrating this into remix.

Please describe the feature/improvement?

Being able to scale the GUI globally.
