Steam Deck performance regression
Describe the bug
On the latest RTX Remix runtime, Steam Deck performance is worse instead of improved like on other hardware (this is being tested with the Steam Deck mod)
How do you reproduce the bug?
Compare Remix 0.5.1 to 0.6.0 or latest on Steam Deck
What is the expected behavior?
Performance should have improved like seen on other hardware

After comparing 0.5.1 to 1.0.0, I have found that on 1.0.0 despite the CPU usage being much lower, it is actually clocking at a higher speed now and therefore using much more wattage than before, this in turn causes the GPU to get much less wattage and drops the performance significantly, on 0.5.1 the GPU uses an average wattage of 9w and above but on 1.0.0 it uses an average of 8w and below.
