[Toolkit feature]: Panning mouse not to stop at screen border

What is the context of the feature/improvement?
It has bugged me since I started working back in USD Create. I would like the viewport to keep panning indefinitely when right-clicking and dragging the mouse. It shouldn't stop when the cursor hits the screen border.

Sir, low priority? That would mean a lot of mouse movements, lots of repeatedly lifting and panning the mouse in the air to rotate around and navigate space. For an open world game, this is less of an issue. But when you are inside tight corridors on your level, and need to navigate around, it's painful. But I understand if it's a difficult thing to fix. But it would be very appreciated for a lot of users working in small spaces.
