Fallout New Vegas: Multiple Bridgecommand instances

A clear and concise description of what the bug is. When FNV loads in textures, it seems to create multiple bridgecommand instances.

To Reproduce Steps to reproduce the behavior:
- Load into an exterior cell or load into an interior map and then go outside.
- Bridge throws exception that there are multiple bridge command instances.
Expected behavior Loads textures
