Clarify support policy in docs

We need to clarify the support policy of Warp for topics like:

• CUDA versions
• Python versions
• JAX, Pytorch
• DLPack
• Warp Public API
• Undocumented API, e.g. utils.py
• build_lib.py

This includes describing how Warp drops support for various features.
