[Doc]update download links for v22.12 dev branch[skip ci]

according to issue-6360, we draft a pr to update download links in main branch, so we also need to draft this pr to keep the branches consistent. The timeline to merge this pr should be just after we release v22.10. Signed-off-by: liyuan [email protected]
