smoother version management

include version in one (1) place - currently in main init and also pyproject.toml

make sure that:

• the gh version tag syncs when we're sent to pypi
• the pyproject.toml version gets autobumped after build + publish

Discussion and agreement on version bump patterns has been completed, I would like the process to be more automated still but the general decisions this tracks have been made. I can put a summary of expectations here and close shortly.
