Can not pip install cudaq on Ubuntu 22.04

Describe the bug

On a fresh Ubuntu 22.04 container, you can not pip install cudaq.

Steps to reproduce the bug

$ docker run --rm --gpus all --network host --name ubuntu2204cudaq -it ubuntu:22.04

# pip3 install cudaq

Expected behavior

cudaq metapackage should find the associated wheels and install the correct package.

This fixes itself with a simple:

$ python3 -m pip install -U pip

Why this works, I am not sure at the moment.
