Add Quantum PageRank example
Description
Quantum stochastic walk using dynamic simulation (Quantum PageRank algorithm for social network analysis as an example)
Note: The notebook is formatted using yapf formatter with nbQA, following the instructions at https://github.com/NVIDIA/cuda-quantum/issues/211 and https://github.com/NVIDIA/cuda-quantum/issues/678.
This pull request requires additional validation before any workflows can run on NVIDIA's runners.

@efratshabtai Looks good to me other than two things.
- Something funny is happening on the TOC listing due to the headings? Does this happen when you make the docs locally @Squirtle007 ?
- Should dynamics be category or a backend. At first I was thinking backend, but any applications that use dynamics cannot just run on any other backend so I kind of like it as a category.

We just merged the latest main branch into this branch and resolved conflicts. @sacpis could you pls help merge if no further issues? Thanks in advance.
