Support installation with Python 3.12

Describe the bug
Currently, pip installing cuda-quantum
seems to be supported for Python 3.8 to 3.11. With Python 3.8 reaching EOL in Oct 2024 and Python 3.13 first release in Oct 2024, it would be nice to have at least Python 3.12 support
Steps to reproduce the bug
Create a virtual environment with Python 3.12, for example with:
python3.12 -m venv cudaq_env
and run:
pip install cuda-quantum
which currently shows:
ERROR: Could not find a version that satisfies the requirement cuda-quantum (from versions: none)
ERROR: No matching distribution found for cuda-quantum
Expected behavior
Standard installation as with the other Python versions
Is this a regression? If it is, put the last known working version (or commit) here.
