[FEA] unpin `torchmetrics`

Would it be possible to unpin torchmetics and use some newer version, e.g. >=0.7?

Motivation

Seems there are some limitations/constraints on using other latest packages, see for example https://github.com/Lightning-AI/lightning/issues/14729

I think we can send a PR with this change. Also, we could offer to use Ecosystem CI to gain some visibility on future compatibility see Stay Ahead of Breaking Changes with the New Lightning Ecosystem CI
