[Task]Add automations to Merlin execution project

Description

• [ ] Add PRs automatically to Merlin execution project
• [ ] All repos should be tracked in the execution project
• [ ] Needs triage should be assigned only to bugs and tickets filed by external members
• [ ] Add fields: Updated date
• [ ] Automatically add recently updated PRs to the current milestone
• [ ] For PR - Copy the initiative from the linked ticket
• [ ] Duplicate stack rank for all tickets with same initiative
• [ ] Can we add a check when a PR is created to make sure its linked to a development ticket?

Other useful checks: ( may not need automation )

• [ ] For a ticket in WIP, it should have a linked PR. PICs should ensure this
