Restructure test data to enable simpler test cases

Reduce surface area while maintaining coverage.

Reduce size of test STIGs to 5-10 rules, instead of the numbers in the "real" STIGs. Create test data that already has certain test conditions built in, so that the tests don't need to account for them or set them up in a separate query. (perhaps only to be used for batch edit testing for now)
