Accept/Reject button behavior in Collection Review

Currently users can "Reject" an already rejected review, but the status text box does not load existing status text.

Changes: When rejecting ONE review, Reject pop-up should populate with existing reject text. Rejecting multiple -> pop-up with blank status text "Accept" button should be active when a single Accepted review is selected to let users "re-accept" that review.
"Accept" button currently stays active when a mix of submitted and accepted reviews is chosen, and this behavior should remain.
