Migrate README content to GitHub Wiki

The SCOS GitHub Wiki now contains all of the information from the README, and more. The wiki pagination makes it easier to find the information you need, compared to the single huge README we have ended up with after continually adding more content over the years.

This PR removes most content from the README, and instead adds a link to the new wiki. As-is, the new README is very minimal. Should we include any additional content there?
