Navigation needs to include character level

Currently navigation goes only down to the token level, not the character level. For example, "123.45" is spoken, but you can't navigate down to the individual digits.

The current internal code allows for node offsets. It sets NavNodeOffset but the navigation rules don't currently deal with offsets or staying at the character level, so those YAML rules need to be fixed up.
