Chemistry fix up should make sub/superscripts staggered

Nevertheless, the current IUPAC recommendations as well as the ACS Style Guide stagger the subscript and superscript.

MathCAT is currently making them simultaneous. I should switch them to being staggered. This probably affects not only canonicalization, but also rule matching. In particular, the Nemeth and maybe UEB rules would likely need to change.
