Review and update Jupyter section as needed. Include content that needs to be transferred from the CMS #302.

Capturing idea to create an Environments Customization page that links to conda, spack, and containers documentation. Evaluate if necessary after other content is created.
File: HPC/Documentation/Systems/Eagle/Running/eagle_job_priorities/ Update Node Reservation documentation to reflect current best practices.
Create directory for contributions of helpful functions/utilities/aliases. For example, the quota checking script.
