Add Filesystem architecture overview for Kestrel.

Initial Kestrel Filesystem info added. Needs updates for:

  • [ ] /datasets
  • [ ] /shared-projects
  • [x] Add link to kestrel running jobs
  • [ ] Move Lustre best practices out of Eagle
  • [ ] ScratchFS flash partition policies/information
