Table incomplete on "Running on Vermilion" page.

"/opt/scratch" column doesn't include any information. Only the gpu partition has a description.

This table is duplicated in the System Configuration page Description column can be modeled after Eagle partitions table: https://www.nrel.gov/hpc/eagle-job-partitions-scheduling.html

Partitions table needs to be changed. New GPUs are becoming available soon
